A chemical solution to remove rust only, but not dissolve bare steel?

I’m wire-brushing some rusty Ball jar rings so I can spray paint them for protection. The threads make it impossible to brush down to bare metal. I know that fairly concentrated acids solutions such as muriatic (or hydrochloric, HCl) acid will remove rust, but don’t they also eat the steel? I don’t want to lose any of the metal as the lids are thin enough as is.
I’m not interested in an expensive commercial product available only in the USA, as I’m outside the country. Did find a local dealer for Evapo-rust but imported it’s pricey and the minimum is one gallon, far more than I need. The rings hold down jar tops only during the canning process and are then stored until next time — they never touch the food as does the inside part of the jar cap, which is never reused. And they aren’t available without import from overseas.

Don’t bother using rusty rings or trying to clean them. Just toss them out and purchase new ones. They are not expensive and your health is more important than a few dollars. If you are going to can/preserve/use canning jars, then please be safe about it.
